This is a great article that demonstrates the distinguishes Israeli citizens from their government.
At governmental level, Israel's attitude towards the 17,000 African refugees living in the country leaves a great deal to be desired. Instead of doing their utmost to assist those fleeing war-torn, famine-stricken homelands, many politicians have instead placed hurdle after hurdle in the asylum seekers' path, conveniently ignoring the state's duties as a signatory to the Universal Declaration of Human Rights
However, when it comes to the man on the Israeli street, a far more heartening approach to the destitute migrants is apparent, as was exemplified during the last 10 days in response to an urgent call for action in south Tel Aviv. When food supplies for the local refugee shelter were on the verge of running out, volunteers launched a massive appeal for provisions and funds to replenish the storerooms, entering into a race against time to ensure that none of the shelter's residents went hungry.
Almost two weeks later, with the storerooms now boasting enough basic foodstuffs to feed the residents for at least the next two months, the stream of contributions continues to pour in. Most of the donors come from low-income backgrounds, a statistic in line with studies showing the worse off give proportionately more of their income to charity than their richer peers. (For example, the top fifth of UK households give less than 1% of their total income, while the poorest tenth give three times as much, or 3% of their income).

I do not recall ever seeing an unbiased article from Freedman. The record of the Guardian rarely adds value to exploration of issues.
Each country and culture has good and bad characters. Freedman would have been a more effective journalist if he would have expanded on all assistance the refugees are receiving and provided areas for improvement. What are other countries doing? What are Arab countries doing since 70% or more Sudanese are Arabs. What have other UDHR signators done? What options are there for refugees?
I don't think it was meant to be super in-depth, but you're asking some great questions. I think Freedman just wanted to show a difference of ideology between the government and its people, although this difference probably exists in every country.
Squidward - I am not knowledgeable about the conflicts in Africa. I believe the fighting in northern Sudan caused the problems for the people in the soutern part of the country. There seem to be so many dictators and major problems & chaos causing decent citizens to have to run for their lives. I do not believe I am alone. Freedman had an opportunity to do more with his published work. Do you know and understand the various powers causing the problems in Africa?

I'm familiar with some of it. There is a lot for me to learn. I do know, however, that many displaced Sudanese took refuge in Israel. Some were given citizenship, but some are technically living in Israel illegally so they are getting no assistance from the Israeli government, but Freedman explains that the people of Tel Aviv helped in aiding these refugees. i might be wrong about some of it though.
So many people know little about their own little piece of the world, much less states, countries, and continents beyond their home. The shame of it is people often have more in common than not. Often being face to face with someone and learning about their life brings people closer together.
Africa is such a fascinating continent. Sadly they continue to have their share of thugs, dictators, and criminals.
I haven't dived deeply into this issue, but I wonder how many African dictators are being financially and/or militarily supported by western powers. I know that Russia and China also support corrupt African dictators.
